police have arrested a 27-year-old man after authorities found a
critically injured bicyclist partially lodged in the back set of his
Ronnie Monroe Kellar, 59, was later pronounced dead at an area
hospital. The driver of the vehicle, Vincent Paul Riojas, 27, was
arrested and jailed on charges of intoxication manslaughter, resisting
arrest, and failure to stop and render aid. Kellar was
found in the back seat of the car about 9:20 p.m. Saturday, while it
was parked next to a home in the 400 block of Northeast 38th Street
where Riojas lives. Police said that Kellar had been hit by Riojas’
2004 Chevrolet Cavalier a short while earlier on Main Street after
Riojas’ car drifted across the roadway and collided with Kellar’s

Kellar struck the windshield, went over the top and crashed through the
back window before partially lodging in the back seat of the car.
Police say Riojas left the scene and attempted to hide the damaged car
in the side yard of his residence. His relatives found the body in the
car and phoned police.
